They mount on the outside of the center ferrule so they have the same diameter as brake lever clamps which is 22.2 when fully closed.
Invented in 1993
gives the rider the ability to ride more forward when going downhill
allowing the back to relax
I don't believe they were ever permitted for use in professional racing, although they were approved for amateur events
