This is a One Peso coin issued for use at the Culion Leper Colony in the Philippines, dated 1913.  The grade is my opinion.

The coin is Aluminum, 35mm in diameter, KM#14.
The Culion Leper Colony was established around 1903 on the island of Culion about 150 miles southeast of Manila by the Commission of Public Health. The first issue of coins valid only in the colony was produced by Frank & Company.
